Mayor Frank Guinta has been a results-driven leader in the areas that matter most to the citizens of Manchester. He is proud to take his record of accomplishment and success back to the voters of Manchester. His results in the areas of, public safety, neighborhood revitalization, reducing taxes and bringing fiscal responsibility to city government have been met with widespread approval.
Fiscal Responsibility & Responsible Budgeting

Mayor Frank Guinta’s two consecutive budget proposals have been successful in passing tax relief onto Manchester taxpayers. Keeping his promises and showing results are staples of the Guinta administration.
- Proposed tax cut in 2006
- Proposed and passed a tax cut in 2007; while returning a $3.2 million surplus in budget for FY07
- Called for more grant-seeking within departments
- Expanded VISTA volunteer program significantly
- Reduced capital bonding by 50 percent
- Established Parking Enterprise
- Pushed for biennial budgeting; resulting in a state law that allows Manchester to do this in 2008
- Pushed for department consolidation (Traffic/Public Works)
- Proposed Department of Administration (consolidation and attrition)
- Added Performance-Based budgeting ^
Education - Not Politics As Usual

Having inherited poor test scores and perpetual fiscal irresponsibility, Mayor Frank Guinta has worked to change how approach educating our children in Manchester. Mayor Guinta visited Every School in the City in his first year in office
- Secured $30 million in funding for Job Corps Center that will serve 500 students. The center will provide academic assistance, career technical training, high school diplomas, and GED certification with the goal of getting students into the workplace.
- He lobbied district to buy into Follow the Child an Initiative to Personalized Education
- Saw high schools in need of improvement drop from 3 to 2
- Advocated for more dollars to go to the classroom by forcing the administration to watch their school budgets and weigh their priorities. ^
Public Safety and Security

Mayor Frank Guinta has introduced and implemented a results driven plan that boosts our efforts to enhance public safety on our streets and in our neighborhoods. This has come to be known as the Guinta Public Safety and Urban Revival Plan. His proposal includes:
- Raised the police complement (from 203 to 225)
- Implemented polices that helped the violent crime rate go down 17% from 2006 to 2007
- Expanded the Neighborhood Watch Program
- Added a West Side police substation
- Expanded high-intensity/high-visibility patrols and funding for special enforcement task forces
- Helped organize Neighborhood Enhancement Teams
- Implementation of the CompStat Crime Data Tracking System and Community Policing Program
- Worked with New Hampshire Alcohol Enforcement to help close problem clubs like Omega, Envy, Flo’s Bar and prevent opening or Electra (700+ person dance club)
- Instituted a Security Audit Program for convenience stores
- Challenged local colleges to add law enforcement programs to address Manchester’s critical recruit shortage.
- Advocated for Restoration of the Student Resource Officer program in our neighborhood schools
- Sweep for illegal gun s that led to 16 arrests and 65 guns off the streets in early-07
- Led charge for restoration of Streetsweeper funds from Washington ^
Economic Development

Manchester is a city where business prospers. Once the home of the world's largest textile mill complex, the city is now thriving with companies of all types and sizes.
- Helped secure the $30 million Job Corps project
- Worked to bring more affordable housing to Manchester
- Lobbied for tax incentives for renovating historical buildings
- Secured Jac-Pac sale, development and revenue
- Parking kiosks/More efficient and user friendly parking
- Led the Ash Street School sale and revenue project
- Kelley Street Neighborhood Initiative
- Brought in Parking Enterprise manager
- Working with numerous groups for UNH-Manchester expansion
